Handles all matters relative to Pre-weekend, Weekend, 4th Day and Essentials. Proposes all policy for Tres Dias movement. Has a Clergy Advisory Board as a subcommittee. ie: Acts a Supreme Court of Tres Dias.

Primary function is to charter local secretariats, develop communities, support Pescadores in areas not covered by a local secretariat and propose for approval any additions or modification to qualification for chartering.
